| 英國(guó)標(biāo)準(zhǔn)學(xué)會(huì)(British Standards Institution; BSI)世界上第一個(gè)國(guó)家標(biāo)準(zhǔn)化機(jī)構(gòu)。英國(guó)政府承認(rèn)并支持的非營(yíng)利性民間團(tuán)體。成立于1901年,總部設(shè)在倫敦。目前共有捐款會(huì)員20 000多個(gè)，委員會(huì)會(huì)員 20 000多個(gè)。 1901年，由英國(guó)土木工程師學(xué)會(huì)(IEC）、機(jī)械工程師學(xué)會(huì)(IME)、造船工程師學(xué)會(huì)(INA）與鋼鐵協(xié)會(huì)(ISI)共同發(fā)起成立英國(guó)工程標(biāo)準(zhǔn)委員會(huì)(ESC或 BESC)，并于同年 4月 26日在倫敦召開(kāi)第一次會(huì)議。這是世界上第一個(gè)全國(guó)性標(biāo)準(zhǔn)化機(jī)構(gòu)。 1902年電氣工教師學(xué)會(huì)(IEE)加入該委員會(huì)，英國(guó)政府開(kāi)始給予財(cái)政支持。 1902年 6月又設(shè)立標(biāo)準(zhǔn)化總委員會(huì)及一系列專(zhuān)門(mén)委員會(huì)。專(zhuān)門(mén)委員會(huì)的任務(wù)是制定技術(shù)規(guī)格，如電機(jī)用異型鋼材、鋼軌、造船及鐵路用金屬材料等標(biāo)準(zhǔn)。 1918年，標(biāo)準(zhǔn)化總委員會(huì)改名為英國(guó)工程標(biāo)準(zhǔn)協(xié)會(huì)(BE-SA)。1929年 BESA被授予皇家憲章。 1931年頒布補(bǔ)充憲章，協(xié)會(huì)改用現(xiàn)名(BSI)?！ 』始覒椪乱?guī)定：英國(guó)標(biāo)準(zhǔn)學(xué)會(huì)的宗旨是協(xié)調(diào)生產(chǎn)者與用戶(hù)之間關(guān)系，解決供與求矛盾，改進(jìn)生產(chǎn)技術(shù)和原材料，實(shí)現(xiàn)標(biāo)準(zhǔn)化和簡(jiǎn)化，避免時(shí)間和材料的浪費(fèi)；根據(jù)需要和可能，制定和修訂英國(guó)標(biāo)準(zhǔn)，并促進(jìn)其貫徹執(zhí)行；以學(xué)會(huì)名義，對(duì)各種標(biāo)志進(jìn)行登記，并頒發(fā)許可證；必要時(shí)采取各種措施，保護(hù)學(xué)會(huì)的宗旨和利益。 英國(guó)標(biāo)準(zhǔn)學(xué)會(huì)的主要任務(wù)是： ①制定和貫徹統(tǒng)一的英國(guó)標(biāo)準(zhǔn)(BS)。根據(jù)1982年的政府“白皮書(shū)”和政府與BSI的諒解備忘錄，今后各部門(mén)將不再制定標(biāo)準(zhǔn)，在立法和貿(mào)易中要更多地采用BS標(biāo)準(zhǔn)； ?、陂_(kāi)展產(chǎn)品質(zhì)量合格認(rèn)證和安全認(rèn)證，授予風(fēng)箏標(biāo)志和安全標(biāo)志； ?、蹖?duì)企業(yè)進(jìn)行質(zhì)量體系認(rèn)證； ?、芊e極參與國(guó)際標(biāo)準(zhǔn)化活動(dòng)，爭(zhēng)取BSI更多更大的影響國(guó)際標(biāo)準(zhǔn)，使英國(guó)在國(guó)際貿(mào)易中處于有利地位； ?、輰?duì)中小企業(yè)提供技術(shù)咨詢(xún)； ?、藿邮芡鈬?guó)認(rèn)證委托、按國(guó)外標(biāo)準(zhǔn)進(jìn)行認(rèn)證并頒發(fā)外國(guó)的認(rèn)證證書(shū)和標(biāo)志。 BSI有工作人員 1200余人，設(shè)標(biāo)準(zhǔn)部、測(cè)試部、質(zhì)量保證部、市場(chǎng)部、公共事務(wù)部等業(yè)務(wù)部門(mén)。標(biāo)準(zhǔn)部是標(biāo)準(zhǔn)化工作的管理和協(xié)調(diào)機(jī)構(gòu)。 BSI是國(guó)際標(biāo)準(zhǔn)化組織(ISO)、國(guó)際電工委員會(huì)(IEC)、歐洲標(biāo)準(zhǔn)化委員會(huì)(CEN)、歐洲電工標(biāo)準(zhǔn)化委員會(huì)（CENELEC）、歐洲電信標(biāo)準(zhǔn)學(xué)會(huì)(ETSI)創(chuàng)始成員之一, 并在其中發(fā)揮著重要作用。按承擔(dān)TC/SC技術(shù)秘書(shū)處數(shù)量和資助額計(jì)算。BSI在ISO中的貢獻(xiàn)率為17%,僅次于德國(guó)DIN(19%)居第二位;在CEN/CENELEC中的貢獻(xiàn)率為21%,居第三位(德國(guó)DIN為28%,法國(guó)AFNOR為22%)。根據(jù)1978年11月15日簽訂的《中華人民共和國(guó)和大不列顛及北愛(ài)爾蘭聯(lián)合王國(guó)政府科學(xué)技術(shù)合作協(xié)定》第二條規(guī)定,英國(guó)標(biāo)準(zhǔn)學(xué)會(huì)同中國(guó)標(biāo)準(zhǔn)化協(xié)會(huì)于1980年4月19日在北京簽訂了《中國(guó)標(biāo)準(zhǔn)化協(xié)會(huì)和英國(guó)標(biāo)準(zhǔn)學(xué)會(huì)合作協(xié)議》。雙方開(kāi)始了有益的合作。

| 1．“風(fēng)箏”標(biāo)志認(rèn)證或BS認(rèn)證標(biāo)志 “風(fēng)箏”標(biāo)志是BSI特有的注冊(cè)商標(biāo)，國(guó)內(nèi)外廠家均可申請(qǐng)使用。使用這種標(biāo)志的企業(yè)不僅其產(chǎn)品必須符合有關(guān)的BS標(biāo)準(zhǔn)的要求，而且必須具有符合BS-5790的質(zhì)量保證體系（ISO9000族的質(zhì)量保證模式標(biāo)準(zhǔn)也可），在認(rèn)證過(guò)程中，還要對(duì)該體系進(jìn)行評(píng)定。 2．安全標(biāo)志認(rèn)證 使用安全標(biāo)志的產(chǎn)品，必須符合BS標(biāo)準(zhǔn)的安全要求或其它的安全規(guī)定。申請(qǐng)及認(rèn)可辦法與“風(fēng)箏”標(biāo)志的辦法大體相同，同樣適應(yīng)于國(guó)內(nèi)外企業(yè)。 目前有20多個(gè)國(guó)家和地區(qū)約130類(lèi)產(chǎn)品使用了上述兩種標(biāo)志。他們是德國(guó)、法國(guó)、比利時(shí)、西班牙、意大利、奧地利、瑞士、瑞典、丹麥、挪威、新西蘭、日本、澳大利亞、加拿大、愛(ài)爾蘭、北愛(ài)爾蘭、羅得西亞、南非、列支敦士登、香港等。 3．企業(yè)質(zhì)量保證能力認(rèn)證（工廠評(píng)定和注冊(cè)） 這種制度是按照BS-5790（或ISO9000族）對(duì)企業(yè)的質(zhì)量保證體系進(jìn)行評(píng)價(jià)，但不要求產(chǎn)品必須采用BS標(biāo)準(zhǔn)。截止91年BSI以評(píng)定注冊(cè)的企業(yè)約為12000個(gè)。 4．BS9000/CECC和IECQ認(rèn)證 這種認(rèn)證是專(zhuān)為電子元器件進(jìn)行質(zhì)量評(píng)定。BS9000適用于國(guó)內(nèi)，CECC適用于西歐多數(shù)國(guó)家，而IECQ則適用于國(guó)際，其目的在于提高電子元器件的質(zhì)量和可靠性，以保證電子設(shè)備的質(zhì)量。 5．庫(kù)存能力的評(píng)定和注冊(cè) 這種評(píng)定制度是對(duì)批發(fā)商的倉(cāng)庫(kù)存貨質(zhì)量及管理方法進(jìn)行評(píng)價(jià)。獲得這種標(biāo)志的產(chǎn)品，說(shuō)明其商品的制造、貯存、包裝、處理等均達(dá)到了高水平?！ ?nbsp;

| 近代的產(chǎn)品認(rèn)證制度最早出現(xiàn)在英國(guó)。 1903年英國(guó)制造商們開(kāi)始在符合尺寸標(biāo)準(zhǔn)的鋼軌上使用世界上第一個(gè)認(rèn)證標(biāo)志--BS風(fēng)箏標(biāo)志。 1919年英國(guó)政府頒布了《商標(biāo)法》，規(guī)定經(jīng)第三方檢驗(yàn)機(jī)構(gòu)檢驗(yàn)合格的產(chǎn)品方可使用風(fēng)箏標(biāo)志。 1921年成立英國(guó)標(biāo)志委員會(huì)，負(fù)責(zé)管理風(fēng)箏標(biāo)志的發(fā)放和使用， 1922年開(kāi)始對(duì)各類(lèi)產(chǎn)品的標(biāo)志實(shí)行注冊(cè)。 1926年英國(guó)標(biāo)志委員會(huì)向英國(guó)電氣總公司頒發(fā)了第一個(gè)《風(fēng)箏標(biāo)志使用許可證》。 1975年開(kāi)始在家用電器及其他安全設(shè)備和產(chǎn)品上使用 BSI安全標(biāo)志。目前已有20多個(gè)國(guó)家和地區(qū)使用風(fēng)箏標(biāo)志和安全標(biāo)志。 通過(guò)BSI或其批準(zhǔn)的實(shí)驗(yàn)室測(cè)試并獲得證書(shū)的產(chǎn)品，賣(mài)主有權(quán)在產(chǎn)品上附上"風(fēng)箏"標(biāo)志或標(biāo)簽，以證明其獲得通過(guò)，風(fēng)箏標(biāo)志是一個(gè)極易辨認(rèn)的生動(dòng)標(biāo)識(shí)，它對(duì)產(chǎn)品也具有促銷(xiāo)價(jià)值?！?nbsp;
